RESEARCH AND FINANCE OFFICER (RFO)
DEFENCE OFFICE PARIS
Applications are called for the position of Research and Finance Officer (RFO) within the Defence Office of the Australian Embassy, Paris, at the BroadBand 3 level (3344.81 € gross * 13 months).
The successful applicant will provide senior-level support to the Defence Attaché including liaising with French Defence organisations; undertaking research, policy analysis and reporting through the Defence Attaché to the Department of Defence in Canberra; providing support as the overall Defence Office Business Manager and fulfilling the duties of Defence Section Finance Officer.
The Research and Finance Officer will need to have a good understanding of the organisation and functions of the Australian Department of Defence, be capable of working independently, have a high level of research, analysis and written skills, have good language skills in English and French, be capable of managing the Defence Section Finances, and have the capacity to work well within a small team environment.

Duty Statement
LES Level: Broadband 3
This position is based within the Defence Office of the Australian Embassy, Paris and reports directly to the Defence Attaché Paris (DA).The duties of the position include:
Policy and Research activities:
Undertake Research tasks and report writing tasks as directed by DA including:
• Collection and collation of information in accordance with the current research program
• Development and maintenance of the current capability research plan
• Maintain and foster Defence information sources and prepare reports/cables for transmission
• Coordination of routine information exchange process with external agencies
• Maintenance of information databases
• Translations of documents and articles in support of the current research program
• Preparation of action and information briefs for Ambassador and DA
Office Management:
• Overall Defence Office business manager
• Correspondence and file management for material directed by the DA (including musters and archiving). Coordinate delivery of mail directed by the DA for Defence Office Paris
• Coordination of Defence office activities related to Defence exhibitions, conferences, official functions, commemorative events and whole of embassy Defence Agency responsibilities (including assignment of LES roles and responsibilities) as directed by the DA.
Financial Management (Group Budget):
• raising, reviewing and processing of all claims in accordance with current guidelines relating to the appropriate expenditure of Commonwealth funds
• processing financial data (allocated funds, claims, advances) into SAP and information systems
• preparation and submission of budget forecasts and estimates
• assistance with finance details for Group funded travel arrangements and post-travel acquittals
• end of month reconciliations and maintenance of general ledger accounts
• production of periodic Fringe Benefits Tax (FBT) reports for Defence Tax Office Canberra
• ad-hoc production of Defence required SAP reports
General Requirements and selection criteria
General Requirements:
1. Applicants must be a national of Australia and not a French dual national and must be eligible for an Australian Government security clearance.
2. Candidates must submit a copy of a valid work permit/visa for employment in France.
3. Fluency in English and a high level of written and spoken French is essential. Applicants being considered for the position may be required to undertake, and if so pass at a high level, oral and written tests in English and French.
4. High level skills in Microsoft Office and internet are essential.
Selection Criteria:
1. A good understanding of the organisation and functions of the Australian Department of Defence and an understanding of the key areas of Australia’s Defence relationship with France.
2. Highly effective written and verbal communications skills, both in French and in English.
3. Demonstrated skills and experience in research and policy analysis.
4. A demonstrated capacity to perform financial duties
5. A demonstrated capacity to work independently and with the minimum of guidance.
6. A demonstrated capacity to work well within a small team environment.
