REGISTRATION OF AUSTRALIAN CITIZENSHIP BY DESCENT

The average processing time is 2 - 3 weeks provided all relevant documentation has been lodged.
To apply for citizenship by descent for yourself or your child(ren) please provide the following:
* Application form 118 (Please answer ALL questions unless instructed otherwise).
* Full birth certificate of your child(ren) - "Copie intégrale de l'Acte de Naissance" - Please check that the details of the Australian citizen parent(s) which are given on the child's birth certificate match the details given on the parent's Australian passport/citizenship certificate/birth certificate. If you have changed your name (ie, through marriage), please provide official evidence of name change (change of name certificate, or a marriage certificate issued by an Australian Registry of Births, Deaths and Marriages).
Discrepancies (eg. in spelling) will delay processing).
For information: If your child was born in France you can obtain a "Copie intégrale de l'Acte de Naissance" from the town hall in the area in which your child was born. Some French town halls also have websites that enable you to order birth certificates directly online.
* One passport sized photo. The photograph must be endorsed by an Australian citizen (not related by birth of marriage), has known the applicant for at least 12 months, and is currently employed in one of the professional or occupational groups listed on page 3 of form 118.
NOTE: If the child is less than 6 years old and no Australian citizen has known the child for at least 12 months, the photograph may be endorsed by a national of the country of residence and/or have known the child for less than 12 months, and is employed in one of the professional or occupational groups listed on page 3 of form 118.
* Penal clearance certificates if the applicant to be registered is over 16 years of age. If you have lived in any country for a total of 1 year or more in the last 10 years (except Australia), you must get a penal clearance certificate from the authorities in that country. Please refer to Form 47P.
* Evidence of Australian citizenship - evidence that one of the parents is/was an Australian citizen at the time of the child's birth. Please note that if both parents are Australian Citizens then evidence must be provided by both parents. You must provide original documents as photocopies are not acceptable.
Acceptable documents are:
- Australian passport which was valid at the time of the child's birth; or
- Australian citizenship certificate; or
- Full birth certificate, if born in Australia.
Note, if the Australian parent is an Australian citizen by descent (ie. he or she was also born outside Australia to Australian parents), please also include academic records or letters from employers to show proof of two years cumulative residence in Australia.
* Evidence of other citizenships - if the Australian parent also has the citizenship of any other country, please also provide evidence of citizenship of the other country (or countries eg. passport/citizenship certificate/birth certificate) and a signed and dated statement explaining how and when they obtained the other citizenship(s) (ie. by birth, descent, grant/naturalisation etc.).
Photocopies and originals: please provide a good quality A4 size photocopy of each of the documents requested (except of form 118), along with the original documents. This will enable us to return your original documents promptly.
* The application charge (payable by personal or bank cheque only). Please refer to the charges list.
* Return Envelope:
- if you reside in France you should also provide an A4 self-addressed envelope with Euros 4.61 postage and a completed registered mail form ‘Envoi d’un objet recommandé SANS avis de réception’ obtainable from the post office.
- if you reside outside France, please provide a self-addressed envelope with 7 International Response Coupons purchased at the post office to cover postal costs.
If you also intend to apply for an Australian passport for your child, and you plan to travel to Australia within one month or less of lodging this application, please include a note to this effect. Please also contact the Consular Section for information on making a passport application.
If the application is approved, a certificate which is evidence of your child's Australian citizenship will be issued to you. You will need to present your child's original Australian citizenship certificate to the Consular Section should you wish to make a passport application for your child.
